The Seattle-based head of the French-American Chamber of Commerce of the Pacific Northwest, Jack Cowan, joins with the Alliance Française of Portland to hold a networking event at the Cerulean Wine Bar (1439 NW Marshall St.) in the Pearl at 6pm.
